In a medium mixing bowl, whisk together the apple cider vinegar, lemon juice (if using), horseradish, sugar (if using), salt, black pepper, garlic powder, and cayenne pepper. Let the mixture sit for 60 seconds until the dry spices fully dissolve in the acid.

Add the Miracle Whip (or heavy mayonnaise) to the bowl. Whisk vigorously until the liquid is fully incorporated and the sauce is completely smooth. The consistency should be thinner than standard dressing, resembling heavy cream.
